Benefits - Returning or Transfer Students

Students, survivors and dependents who are transferring from another school will need to complete a "Change of Program or Place of Training."  This is required to request a change of schools or to reinstate benefits at the same school after a break in enrollment. 

CHAPTER 30, 1606 and 1607 "Returning or Transferring" Complete the VA Form 22-1995 Change of Program or Place of Training.

Also provide a copy of your DD214 (if discharged) or DD295 (if still enlisted), a Certificate of Eligibility (COE) if you have received one, and a copy of your Kicker contract page.

  • DD-214 - "Release or Discharge from Active Duty"
  • NOBE. - "Notice of Basic Eligibility" - for Reserves or National Guard Members
  • KICKER - Provide a copy of Kicker agreement, if applicable.

  1. Go to online applications
  2. Select "education" from the drop-down menu, and you come to the VONAPP.
  3. Go to Start VONAPP!
  4. Complete and print
  5. Deliver to Bob Dilks, director of transfer & nontraditional student recruitment, located in the Office of Admissions, Hanley Library. 

Paper Application: VA Form 22-1995  NOTE: Paper applications can take 8 to 12 weeks to process, and subsequent paperwork usually 6 to 8 weeks.

CHAPTER 35 - "Returning or Transferring" Complete the VA Form 22-5495 Application for Survivors and Dependents' Education Assistance Benefits- Change of Program or Place of Training.

  2. Select "education" from the drop down menu, and you come to the VONAPP.
  3. Go to Start VONAPP!
  4. Complete and print
  5. Deliver to Bob Dilks, director of transfer & nontraditional student recruitment, located in the Office of Admissions, Hanley Library.
  6. Provide the Financial Aid Office with the parent Social Security Number or file number that is providing the benefit and the payee number.

  • Apply to receive Education Assistance Program (EAP) or Federal Tuition Assistance (FTA) Education Benefits:

    EAP

    1. Complete EAP Form 2 at your unit of assignment for each academic year. The deadline for fall and spring terms are June 30. The deadline for summer terms is April 30.
    2. We recommend you make and keep a copy of your EAP Form 2 for future reference.
    3. Notify the Financial Aid Office each semester you expect to receive EAP.
    4. If you have questions about the EAP application process, call 1-717-861-8894.
    5. Change of school, change of enrollment, or change of address must be submitted on EAP Form 3.

    FTA

    1. Apply for FTA at www.GoArmyEd.com.
    2. Eligible AGR soldiers must apply for Education Assistance Program (EAP).
    3. When you have successfully completed the application, an email will be sent to your military email account. Please forward a copy of that email to finaid@list.pitt.edu
    4. Remember, FTA and EAP cannot exceed tuition and fees. If they do, excess funds must be returned to FTA.
